Incident Command System Overview

Every emergency event or incident has certain major management activities or actions that must be performed at scene. Even if the event or incident is very small, and only one or two people are involved, these activities will still always apply to some degree.

The Incident Command System is a management tool that allows you, the Incident (IC) Commander to expand if needed, or to operate competently within the appropriate level, resources and capabilities of an event or incident to protect life, property and the environment. The Incident Command System is implemented by, and starts with, the Incident Commander, and is a top down management system.

The Incident Command System is built around five major management activities:

1. Command: Sets objectives & priorities, has overall responsibility at the event or incident, is broad base.

2. Operations: Conducts tactical operations to carry out the plan. Develops the tactical objectives, organization and directs all resources.

3. Planning/Intelligence: Develops the action plan to accomplish the objectives, collects & evaluates information and maintains resource status.

4. Logistics: Provides support to meet event or incident needs, provides resources and all other services needed to support the event or incident.

5. Finance/Administration: Monitors costs related to event or incident, provides accounting, procurement, time recording and cost analyses.

The Incident Command System Elements:

1. Scene Safety for response personnel and civilians

2. Command, Control and Communications

3. Patient Care, Triage, Treatment and Transportation

4. Decontamination

5. Media Coordination and Information

6. Resource Management

Summary:
The Incident Command System or ICS is based on simplicity, flexibility and sound management practices as applied to an event or incident scene. The Incident Command System operates under the premise that authority shall not be compromised, but rather united. The Incident Command System works if there is a mutual understanding and agreement by the participating agencies of Incident Command System basic incident operating procedures/guidelines, common terminology and structural organization.
